What is the salary for traffic police officers? How much do they earn and what is the salary in traffic police?
Traffic police: average salary
metropolitan
traffic police officer
- 45-50 thousand rubles In Moscow, the average
salary
for
traffic police officers
is 45-50 thousand rubles.
Payment of salaries to traffic police officers is carried out in accordance with the order of the Ministry of Internal Affairs of the Russian Federation No. 65 “On approval of the procedure for providing monetary allowances to employees of internal affairs bodies of the Russian Federation” dated December 31, 2013. In accordance with it, employees are paid a salary, monthly and other additional payments, which is divided into official and special rank salaries.
An employee’s salary is established and changed in accordance with the order of his management (which has the right to assign him to a position or assign him to a position), which must indicate on what basis it was made, what amount is due to a particular employee and from what day he will receive it. If the date is not specified, it is considered the day the order was signed. The allowance is paid once, from the 20th to the 25th of the corresponding month. Salaries for both special ranks and standard positions are regulated by Decree of the Government of the Russian Federation No. 878 of 03.11.11.
Will there be a salary increase for police officers in 2020?
Law enforcement officers experienced first-hand what reforms are. To strengthen the security forces, the requirements for police work were adjusted, the personnel and structure of law enforcement agencies were optimized, and recertification was carried out.
Rice. 1. The reform affected all employees of the Ministry of Internal Affairs
This is interesting: Working hours, types of working hours, their application
Everything changed except wages. In fact, since 2012, when salaries were increased by 2-3 times, the income of police officers has remained unchanged. The growth of average salaries was due to an increase in length of service and other allowances.
A 4% increase in salaries in the Ministry of Internal Affairs in January 2020 actually neutralized the current price increase, but was unable to restore purchasing power, since over the past 5 years, police incomes have depreciated by 46%.
It is not surprising that the news about the gradual increase in salaries of law enforcement officers to 150%, compared to 2012, was received with caution. And, indeed, according to the May Presidential Decree, such a significant increase in salaries is planned, but it will occur in stages until 2024. But the new reform of the Ministry of Internal Affairs will start at the beginning of 2019 - preparations began in the last quarter of 2020. According to the new law, the following will happen:
- merging of some structures;
- transfer of some powers to other law enforcement agencies;
- staff reduction;
- refusal to release work units after the employee retires;
- new certification.
Reference! There are no plans to raise the retirement age for military personnel and persons equivalent to them at this stage. However, the length of service of employees of the Ministry of Internal Affairs will increase to 25 years from 2020.
Is it possible that the new stage of reform will again affect most aspects other than monetary allowance? Definitely, in the coming months, salaries will not immediately increase by 1.5 times. But the draft budget already includes an increase in police salaries in 2020 and the next 2 years.
Moreover, not only the salary of police officers will increase, but also the pensions of former employees.

Who is the richest?
Bribes in Moscow
For example, approximately 3.5 million registered cars drive around Moscow.
If we consider that 32% of motorists regularly pay for their mistakes on the roads with bribes, and this is 1 million 120 thousand drivers, we get 4 billion rubles.
A significant amount, however, comes out. Now let’s divide it by the number of Moscow traffic police officers, and out of 3.5 thousand people, it comes out to 1 million 150 thousand rubles for each person per year. Of course, the entire amount does not go into one person’s pocket. Let’s share 25 percent with the bosses and 10 percent with the duty officer, and we’ll get an annual unofficial income of 750 thousand rubles, or 63,000 monthly.
Increasing salaries for police officers in 2019: latest news about the indexation of salaries of the Ministry of Internal Affairs
After adoption by the State Duma on November 21 and approval by the Federation Council on November 23, on November 30, 2020, President of the Russian Federation V.V. Putin signed the federal law “On the federal budget for 2020 and for the planning period of 2020 and 2021.”

It is now known exactly when and by how much the salaries of Ministry of Internal Affairs employees will be increased in 2020.
How much do police officers in the capital earn on average?
If we consider the capital of Russia, then in this case you need to immediately add 10% to the standard amounts. This is the so-called Moscow allowance. It is intended exclusively for those employees who work in the capital or its suburbs.
If you are interested in the average salary of police officers in Moscow, then in this case everything also depends on allowances, length of service and rank. Since most government departments are concentrated in the capital, it is easy to guess that work in this city is the most intense. If at a village police station you can wait for several days for requests from citizens, then in large cities, employees of the Ministry of Internal Affairs must constantly be on alert and prepare for events of any complexity.
This also affects the salary. For example, in those moments when employees must be especially vigilant, they, of course, receive raises and additional bonuses. If we talk about the minimum salary in the Moscow police, in 2020 it was 20,000 rubles. But here we are talking specifically about salary. If we add additional benefits and other allowances, then on average a police officer who has even a little experience usually receives up to 40,000 rubles.
Don't they give bonuses for fines? The salary of traffic police officers does not depend on the number of issued receipts
Indeed, there are rumors in Barnaul that at the local level, the State Traffic Safety Inspectorate of the AK Internal Affairs Directorate issued a resolution, which allegedly states that traffic police officers will be rewarded with a bonus for fulfilling the plan based on issued receipts. This can be confirmed by statistics, which show that the number of people fined this year has increased by almost one and a half times compared to the same period last year (see SK information).
For clarification of the current situation, we turned to the propaganda service of the traffic police regiment at the AK Main Internal Affairs Directorate, where they explained to us that in Russia it is strictly forbidden to evaluate the activities of traffic police officers by the number of traffic rule violations detected.
The main indicator of the quality work of the traffic police is prevention and ensuring the smooth movement of vehicles and pedestrians, and not the collection of fines. The State Traffic Safety Inspectorate of the Altai Territory Internal Affairs Directorate believes that the number of those fined is increasing as the number of violators is growing. Information from SK
In total, a little more than 125 thousand vehicles are registered in Barnaul, according to the propaganda service of the traffic police regiment at the Central Internal Affairs Directorate of the Altai Territory.
Over the two months of this year, a total of 50,647 violations were identified in Barnaul. For the same period last year - 33,552 violations. The number of drivers fined is also growing. During January-February of this year, receipts have already been issued to 36,596 drivers. Last year at the same time, only 22,370 people were fined. But the number of drunk drivers on the roads of Barnaul is decreasing. If from the beginning of the year until March in 2005, 518 people were fined and deprived of their driver's licenses for drunk driving, then until the beginning of spring this year only 473 drivers were caught for drunk driving.
Are you satisfied with the size of fines for traffic violations?
Viktor Pokhmelkin , State Duma deputy, chairman of the Russian Motorists Movement:
— Judging by European standards, fines for traffic violations are very small. But if we compare the fines with Russian reality, they are quite acceptable and only in some cases overpriced. The fact is that in Russia there is no well-structured system of punishment for violations on the roads. Small fines as compensation for poor quality work of the traffic police. We can talk about increasing fines only after a global reform of the traffic police.
Konstantin Shishkin , deputy head of the department for organizing the road patrol service of the State Traffic Safety Inspectorate of the AK Internal Affairs Directorate:
— For some, these are large fines, but for others, even 2,500 rubles is a penny. I believe that it is necessary to increase the level of responsibility for those violations that lead to an increase in accidents. For example, double the amount of administrative sanctions for speeding, for violating solid lines, markings, and for violating the rules of overtaking and oncoming traffic.
How often are you fined?
Alexander Berezutsky , taxi driver:
“They don’t get fined often, but it’s still a loss-making business for ordinary drivers. I believe that in some cases the amount of fines can be increased. For example, for driving through a red traffic light. And for not fastening seat belts when driving in the city, there will be no fines at all, so that there will be no further reason to stop drivers.
Nikita Kuzmin , driver of VAZ-2106:
— They rarely get fined. But recently I was given a speeding ticket. I think that our fines are normal, but when we often fine, it turns out that it’s expensive.
Nikolay Yashchuk , bus driver:
— The last time I was fined was three months ago for exceeding the speed limit by 100 rubles. I believe that it is necessary to tighten the system of fines for “gazelists” who violate the rules all the time. The fines are quite normal and there is no need to increase them.
Pavel Manin , owner of a Honda car:
- They often get fined. But I believe that the amount of fines should be increased, especially for speeding, so that there are fewer people driving recklessly on the roads.

Problems of financing the patrol service
It's no secret that funding for human rights bodies in the country is quite low. Increases in wages have been included in the local and federal budgets more than once. However, every year the state has to revise the level of teaching staff salaries due to high inflation. The law states that wages must undergo annual indexation in February and October. However, in 2020, due to a lack of funds in the budget, no action was taken.
The problem also lies in the fact that due to a lack of funding, heads of bodies are removing all kinds of allowances and cutting positions (this mainly applies to peripheral cities). There is also a lack of housing for security forces, which is why there is a high staff turnover.
The state is trying to encourage the security forces in every possible way. So, for every five years of experience, a police officer is awarded 5% of his salary until the mark reaches 40%. For 2020, 4.4% indexation is provided. However, unfortunately, reforms of the Ministry of Internal Affairs in the near future will abolish the 13th salary and increase the service life for retirement by five years.
